As Sarajevo is totally encircled by Bosnian Serb forces for the first time, another failure takes place on the diplomatic level. A new peace plan for Bosnia and Herzegovina – the Owen-Stoltenberg Plan – is presented in Geneva. It takes too many elements from the proposal on the partition of the Republic by the President of Serbia, Slobodan Milošević, and the President of Croatia, Franjo Tuđman.
But again, this compromise solution has no hope of being grounded, because it leaves Bosniaks taking the crumbs of the Republic. The Owen-Stoltenberg Plan is over, as soon as it is presented. And this have severe implications also within each of the warring parties.
